Title IV E Federal Program

As part of the Social Security Act, Title IV entails a federal program that provides grant money to states that provide foster care and adoption services to families in need of state assistance.

Part E pertains to the section that outlines issues relating to federal payments available for foster care and adoption assistance. Brazos County Juvenile Services utilizes this program, known as Title IV E, to obtain reimbursements on county funds used for some of the services provided to juveniles and their families. A percentage of the funds are allowed for reimbursement and are set by standards that are also outlined in the Social Security Act. In order to receive Title IV E benefits, the child and their family must meet criteria set by the Texas Administrative Code Chapter 347.05 (a) – (e).

The county can request reimbursement on many services offered through the department including: placement funding, Title IV E approved salaries, office equipment and supplies used for Title IV E purposes, and a number of other expenses incurred from the many services offered to children and their families. The program has many advantages, but not all units within the department are eligible for benefits, as this is a foster care assistance program. Detention programs and all aspects that pertain to a secure/lock-down facility are excluded from benefits because they are not included in the realm of foster care.
